These are exciting days in Annapolis as the legislative process moves forward. We began votes on the floor this week and last night the Senate voted on the Civil Marriage Protection Act. In this update, I’ll be updating you on the status of civil marriage legislation, some bills that I am sponsoring this session, health care reform, and how education funding levels are determined in Maryland.

Today is an important day on the Maryland legislative calendar. February 11th is the 31st day of the 2011 Session, which means it is the last day for members of the House of Delegates to introduce a bill and be guaranteed it will receive a hearing. In this update, I’d like to share with you a little about the Governor’s Capital Budget proposal, the upcoming redistricting process, and some of the important issues that will be coming before the Environmental Matters Committee, which I chair.

Dear Friends:

Today, Governor O’Malley delivered his annual State of the State Address to members of the General Assembly. Governor O'MalleyIn this speech, he will lay out his legislative priorities for the 2011 session. I wanted to give you all a preview of some of the bills the Governor will be introducing as well as update you on some of the bills many of you have contacted me about. The major issues the Governor will focus on in his legislative package are renewable energy, expanding health care, and public safety.

Because only a member of the General Assembly can introduce a bill, the Governor’s proposals are sponsored by the President on the Senate side and by the Speaker on the House side and designated as “By Request – Administration”. Collectively, the Governor’s bills are referred to as Administration legislation and include the operating budget bill (SB 85/HB 70) and the capital budget bond bill (SB 86/HB 70).
